SENIOR MANAGER: MUNICIPAL PLANNING Jobs in iLembe, KwaZulu-Natal at iLembe District Municipality
The Senior Manager: Development and Town Planning, in support of the Municipal Manager and the Municipal Council, will be responsible for the following key performance and results areas:
- Drive the vision, mission, and strategic direction of iLembe as articulated in the Integrated Development Plan (IDP).
- Develop and implement strategic municipal objectives, performance targets, and operational efficacy in relation to Planning Services, including IDP, Spatial Planning, Land Use Management, Environmental Management, and Economic Development.
- Provide leadership in the budgeting process guided by informed projections of revenues and expenditure and oversee sound financial management and controls for the Department.
- Develop, foster, maintain, and review key strategic relationships with stakeholders.
- Uphold effective risk management and governance processes, including participation in internal audit.
- Ensure compliance with applicable legislation, regulations, policies, and rules impacting local government planning.
- Maintain monitoring and evaluation functions to track departmental programmes and projects.

Education Qualification
- A valid Grade 12 Certificate
- Bachelor Degree in Town and Regional Planning or Development Studies; or Equivalent
- Registration as a Professional Planner in accordance with the Planning Professions Act, 2002 will be an added advantage
- Possess the Municipal Minimum Competency requirements as prescribed by the Local Government: Municipal Finance Management Act 56 of 2003, and the Municipal Regulations on Minimum Competency Levels
- Computer Literacy (MS Excel, Word and Project)
- Valid Code B or Cl Driver’s License
Work-Related Experience and Knowledge
- Minimum of 5 years relevant experience at middle management level
- Proven successful institutional governance and performance systems
- 3-4 years must be at a professional/management level ( development planning)
- Advanced knowledge and understanding of relevant policy and legislation governing local government
- Advanced knowledge and understanding of integrated development planning, spatial planning, land use management, and environmental management
- Must have extensive knowledge of economic development
- Must be able to lead spatial, economic and development planning
- Knowledge of geographical systems
- Knowledge of spatial, town, and development planning
- Good knowledge of local government legislation, policy frameworks, and developmental planning processes
- Advanced understanding of council operations, delegation of powers, and intergovernmental relations
- Audit and risk management establishment and functionality
- Budget and finance management, including SCM processes
