The Program Manager supports the development and execution of comprehensive planning documents such as the annual work plan and project plans, ensuring alignment with program objectives and outcomes. He/She develops standardized management controls, processes, and templates and various reports for the program and facilitates collaboration across interrelated projects within the program. Additionally, the Program Manager also manages the Provincial Technical Advisor and the Shared Services team and oversees stakeholder communication, ensuring program resources are efficiently allocated.

Project Overview

Palladium’s is seeking a Program Manager, SVS and Provincial Support Lead for the EpiC project in South Africa.

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control over a five-year period of performance from April 15, 2019 to December 30, 2027. EpiC is led by FHI 360 with core partners Population Services International (PSI), Palladium Group and Right to Care.

The PEPFAR-funded EpiC project in South Africa, working through Palladium, is providing support for to the Government of South Africa’s supply chain management and operations.

Scope of Work

He/She develops standardized management controls, processes, and templates and various reports for the program and facilitates collaboration across interrelated projects within the program. He/she contributes to the monitoring and evaluation of the key performance indicators (KPIs). The role ensures the successful achievement of program deliverables by adhering to donor reporting standards and compliance requirements.

Additionally, the Program Manager also manages the Provincial Technical Advisor and the Shared Services team and oversees stakeholder communication, ensuring program resources are efficiently allocated.

Key Responsibilities

Program Manager

Support the development of comprehensive planning documents, including the annual work plan, project plans, and contributions to the Monitoring, Evaluation, and Learning (MEL) Plan. Ensure that the project plans align with program objectives.
Provide input into the monitoring and evaluation (M&E) in line with the program outcomes and objectives and key performance indicators (KPIs)
Develop structured reporting mechanisms to provide accurate, timely, and transparent updates on program progress.
Ensure the successful achievement of program outcomes and deliverables by maintaining strict adherence to donor reporting standards and compliance requirements.
Develop and implement program management controls for the EpiC-SCTA such as standardized processes, reporting frameworks, and templates.
Monitor, track, and program milestones, key performance indicators, and deliverables are met within established timelines. Proactively identify potential bottlenecks and take corrective action to keep the program on course.
Conduct continuous risk identification, assessment, and mitigation planning to address potential challenges that may arise throughout the program’s lifecycle.
Facilitate synergy between various projects within the EpiC-SCTA initiative by managing interdependencies, aligning activities, and fostering collaboration among stakeholders to maximize overall program impact.
Manage the Shared Services team and oversee stakeholder management and communication activities to ensure seamless adaptation to program needs across the PDoH.
Support the development of the program reports, including monthly, quarterly, annual reports, and key presentations.
Support program resourcing allocation on the program while ensuring that the right resources are matched to the right role.

Provincial Support Lead

The Provincial Support Lead plays an important role in managing the Provincial Technical Advisors and in facilitating supply chain optimization at a provincial level.

Provide technical assistance to align program objectives with the PDoH objectives and goals
Establish and maintain good working relationships with implementing partners and district support partners, at provincial and district level, to facilitate effective communication, cooperation, and transparency to increase efficient implementation of supply chain interventions.
Provide technical direction and supervise the Provincial Technical Advisor team to ensure integration, coordination, and collaboration across all result areas
Support the institutionalisation of the National Surveillance Center (NSC) at the PDoH and NDoH for informed, data-driven decision-making aimed at improving the proactive management of medicine availability.
Provide technical assistance to the EpiC-SCTA Replenishment Planning Team to strengthen replenishment processes at depot, district, and health establishment level in the province.
Support implementation and institutionalization of core supply chain information systems at provincial level including (but not limited to) the MMDS, the SVS, and RxSolution to support the provision of quality data to the NSC.

Institutionalization of the SVS

Support interactions with the SVS service provider, ensuring effective communication, issue resolution, and alignment with organizational objectives.
Facilitate discussions regarding issues/concerns raised by SVS end users across both mobile and web platforms, ensuring timely resolution and optimal user experience.
Facilitate seamless collaboration while ensuring that system user requirements are accurately captured, continuously refined, and effectively implemented in system updates and enhancements.
Contribute to the development of project implementation plans, including defining key milestones, identifying training requirements, and outlining expected deliverables to ensure smooth execution.
Provide support in the formulation, evaluation, and continuous improvement of standard operating procedures (SOPs) by engaging with relevant stakeholders to ensure alignment with best practices and operational needs.
Provide technical assistance in addressing audit queries related to SVS. This includes analyzing the audit and gathering relevant data.

GENERAL RESPONSIBILITIES

Ensure record keeping and documentation compliance with audit requirements and other relevant standards

Requirements:

Qualifications

A Bachelor’s Degree/National Diploma or equivalent NQF level 7 qualification in Health is required.
Experience in project management and/or M&E is preferred.
Qualification in Public Health or Supply Chain, will be an added advantage
Familiarity with supply chain related interventions implemented by the Department of Health, including the NSC, Medicine Master Data System, the Stock Visibility System and RxSolution will be an added advantage.

Work Experience

Minimum 10 years of experience leading projects and programs
Experience in project management, monitoring & evaluation (M&E), or health system strengthening initiatives is an advantage
Knowledge of USAID’s global health priorities and reporting requirements
Demonstrated track record of success as a team leader with the ability to lead, coach, and motivate team members, promoting a collaborative work environment by providing a strategic and balanced oversight, proactively sharing insights, knowledge and experience, and seeking diverse views to encourage improvement and innovation
Excellent English language command, including verbal and written skills, is essential.
