The European Union (EU) is an economic and political union between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the Republic of South Africa works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the South African government in areas that are part of the EU’s remit.

We offer

The post of Budget Officer (Local Agent Group I) in the Regional Hub Southern Africa under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. For internal candidates holding an indefinite-term contract, alternative contractual arrangements may apply in accordance with institutional policies. The team consists of 44 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Regional Partnerships Unit, providing support, expertise and assistance in financial management of EU – financed programmes and projects at regional level and in the Kingdom of Eswatini, ensuring conformity with procedures for contracting, financing, and on-the-spot controls.

Following Main Tasks And Duties Are Currently Required

  • Preparation and verification of contracts, payments, recovery orders and clearings and monitoring of implementation.
  • Ensuring compliance with the financial regulations, internal rules and local fiscal requirements.
  • Providing advice on contractual, financial, budgetary and fiscal matters.
  • Encoding, processing and follow up of transactions in the corporate IT systems.
  • Financial planning, budgeting, reporting, audits, and verification on project / contracts / programs.
  • Preparation and follow-up of audit and control plans for programs and projects, including on-the-spot checks and verification missions.
  • Preparation and verification of tender dossiers and documents for calls for proposals.
  • Participation in evaluation committees.

The base salary will depend on relevant and verified employment experience, typically starting from ZAR78,046.00. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be 01/12/2026.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • University Degree in Accounting / Finance / Project management (min. 4 years) or equivalent.
  • Minimum of 5 years of relevant professional experience in financial management of development projects / programmes. Professional experience must be acquired after the date on which the qualification allowing access to the post was obtained.
  • Working knowledge (B2) of English
  • Right to residence and work in South Africa.

Assets/selection criteria (basis for awarding points to select the best applicant)

  • Master’s degree in accounting / finance / project management
  • Certification: Fraud Prevention / Financial Investigation / Development cooperation
  • Professional experience in diplomatic mission, international financial institution or international development agency
  • French and or Swati language,
  • OPSYS, CRIS, ABAC, SUMMA
  • Knowledge/experience of EU policies, in the Kingdom of Eswatini

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. At least the 3 best candidates will be invited to the final interview.

The successful candidate will be subject to a medical check and possible background check.
