Targeted Enterprise Construction Manager Jobs in Cape Town at Codegate Technologies

Job Purpose:

The Targeted Enterprise Construction Manager (TECM) is responsible for the management, supervision, and development of targeted enterprises (SMMEs, EMEs, QSEs) involved in construction projects. Acting as a Professional Mentor (as registered with SACPCMP), the TECM ensures skills transfer, technical compliance, and performance improvement of emerging contractors within the framework of the project’s transformation and development goals.

Key Responsibilities:

Manage and supervise the performance and output of targeted construction enterprises (subcontractors, SMMEs, etc.) on-site.
Provide structured mentorship, coaching, and technical guidance in line with SACPCMP’s Professional Mentor framework.
Develop and implement training plans, construction skills development programs, and enterprise growth strategies aligned with project and client requirements.
Monitor construction activities for compliance with design specifications, quality standards, safety regulations, and project timelines.
Assist targeted enterprises with business processes, including budgeting, procurement, planning, documentation, and reporting.
Conduct regular site audits, technical assessments, and performance evaluations of mentees and subcontractors.
Facilitate integration of targeted enterprises into the main project workflow, promoting sustainable participation.
Liaise with clients, consultants, and regulatory authorities on progress, development milestones, and transformation deliverables.
Compile mentorship reports, skills development documentation, and contribution metrics as required by project contracts and government programs (e.g., CIDB, CSDP, B-BBEE).

Registration Requirements (Mandatory):

Active registration with SACPCMP as a Professional Mentor.

(Candidates must maintain good standing and meet CPD requirements.)

Minimum Qualifications:

National Diploma or Degree in Construction Management, Civil Engineering, Quantity Surveying, or related field.
Professional certification in construction project management or enterprise development is advantageous.

Experience Requirements:

Minimum 10 years experience in construction, with at least 5 years in managing or mentoring SMMEs or targeted enterprises.
Proven experience in infrastructure development projects (roads, housing, public buildings, utilities, etc.).
Demonstrated track record of successful enterprise development and mentorship outcomes.

Key Competencies and Skills:

Strong mentorship and coaching skills.
Excellent construction site management and leadership abilities.
Sound knowledge of South African construction laws, CIDB regulations, and B-BBEE codes.
Strong communication, documentation, and reporting capabilities.
Ability to manage multiple stakeholders and foster enterprise development in a high-pressure environment.

Preferred Attributes:

Willingness to work in rural or underserved project areas.
Valid driver’s license and ability to travel to multiple sites.
