Job Purpose
The Department of Social Development, Western Cape Government has an opportunity for a competent and qualified individual to manage and provide psychological services to residents within the Directorate Facility Management and where indicated conduct group interventions.

Minimum Requirements
Qualifications: Master’s Degree in Clinical Psychology or equivalent qualification that allows registration with the Health Professional Council of South Africa (HPCSA) as a Clinical Psychologist. Experience: Grade 1: None after registration with the HPCSA as a Psychologist in respect of RSA qualified employees who performed Community Service, as required in South Africa; or a minimum of 1-year relevant experience after registration with the HPCSA as Psychologist in respect of foreign qualified employees, of whom is not required to perform Community Service, as required in South Africa.

Grade 2: A minimum of 8 years’ relevant experience after registration with the HPCSA as a Psychologist in respect of RSA qualified employees who performed Community Service, as required in South Africa; or a minimum of 9 years’ relevant experience after registration with the HPCSA as Psychologist in respect of foreign qualified employees, of whom is not required to perform Community Service, as required in South Africa.

Grade 3: A minimum of 16 years’ relevant experience after registration with the HPCSA as a Psychologist in respect of RSA qualified employees who performed Community Service, as required in South Africa; or a minimum of 17 years’ relevant experience after registration with the HPCSA as Psychologist in respect of foreign qualified employees, of whom is not required to perform Community Service, as required in South Africa.

Psychologists should have the ability to use psychological assessment to conceptualise, diagnose, plan, and monitor therapeutic processes and outcomes; Psychologists should have the ability to develop theoretical and a etiological formulations; Training and Supervision; Administration.

Knowledge of the following: Code of professional ethics of the HPCSA and the Professional Board for Psychology; Group dynamics (roles and stages of group development); Health Professions Act, 1974; HPCSA Code of Ethics for Professionals; HPCSA training requirements; Key elements of policies, frameworks, norms and standards on organisational performance; Maintenance of professional registration through participation in continuous professional development; Mentoring and coaching practices; Project management; Protection of Personal Information Act, 2013; Research methods / statistics (action research, quantitative and qualitative); Scope of practice for Psychologists; Statutory framework governing the broad management of the Public Service; In-service experience within clinical environment.

Remuneration
Grade 1-R 872 709 – R 957 300 per annum

Grade 2- R 1 014 705 – R 1 124 517 per annum

Grade 3- R 1 174 848 – R 1 381 647 (OSD as prescribed)

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to do a practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
