About the Programme
The Urban Resilience and Just Energy Programme is FCDO’s flagship programme in South Africa to deliver inclusive, sustainable and climate resilient – economic development in cities. Over the period of 3 years (August 2024 – July 2027) the programme will build local government capability for long – term infrastructure planning, finance mobilization and sustainable project delivery, and secure public and private investment to drive catalytic economic development. Whilst the Urban Resilience Programme and Just Energy Programme have similar objectives and vision they sit as two independent programmes with separate FCDO counterparts. The Urban Resilience Programme (URP) was designed to establish project- based support for improved urban management and governance, township economic development and resilient infrastructure. Whilst the Just Energy Transition Programme was established to leverage $9.3bn pledged by donors in support of South Africa’s transition from coal to clean energy. JETP and URP sit under a single contract but have separate reporting channels.
About the role
ASI South Africa is recruiting for a Programme Assistant Manager to support on the FCDO Urban Resilience and Just Energy Transition programme. The role is based in Pretoria/Johannesburg, South Africa, but will require travel across South Africa as may be required.
Key skills
An undergraduate degree in economics, political science, international development, business management, or other relevant field from an internationally recognised university
Ideally, at least six month of work experience in a consultancy or development-focussed organisation
Experience and understanding of large donor programs, ideally in South Africa
Familiarity with South Africa’s municipal institutional structures, regulations and processes
Demonstrated experience of using initiative, client-orientation, risk taking, and working in complex and time-pressured contexts
Enthusiasm, flexibility and a strong attention to detail
Excellent communication, inter-personal, and team-working skills
Strong grasp of Microsoft Word, Excel, PowerPoint
Outstanding written and spoken English
You must be eligible to work in South Africa
Key responsibilities
The role will primarily be responsible for:
Developing an understanding of technical and programme delivery processes for SA URP JETP, and contributing to the success of its objectives
Assisting with the day-to-day operational, financial and administrative tasks including the approval and management of invoices and associate onboarding
Supporting quarterly written reports to the client and conducting quality assurance of deliverables, technical documents and management reports
Assisting in activity planning, monitoring and management of work plans and outputs
Mobilising field operations and logistics, including project office facilities and local procurement of goods and services and workshops
Ensuring that projects are implemented in line with company policies and procedures, with internal targets, and in compliance with the client contracts and regulations
Supporting and documenting project closure
Foster strong working relationships with the programme team, local partners, and other stakeholders to ensure smooth programme implementation
The role will also be intermittently involved in:
Contributing to communications outputs
Undertaking research to support technical delivery of the programme
Capturing and disseminating lessons learned
Risk management and finding solutions to complex issues
Key relationships:
Project staff: particularly with the Team Leader, Deputy Team Leader, TO leads and alliance contact persons
