The MVNX CIO exists to ensure the MVNE platform runs seamlessly and delivers as a reliable Platform-as-a-Service (PaaS) for MVNO clients, while setting the technology strategy, architecture and innovation roadmap that enable MVNX’s long-term growth. The role owns technology strategy and innovation, infrastructure and network operations, system development and integration, platform cost economics, and IT programme delivery — turning technology into a driver of client success, controlled cost and competitive advantage. It serves the MVNX executive, MVNO clients and the broader Group by delivering the right technology, on time, at quality and at controlled cost.
KEY RESPONSIBILITIES
Technology Strategy & Innovation
- Develop and execute technology strategies aligned to MVNX’s business objectives, supporting innovation and growth.
- Identify and evaluate emerging technologies and implement initiatives that leverage technology for competitive advantage.
- Ensure the technology roadmap and innovation pipeline enable the long-term business strategy.
Solutions Architecture & Systems Integration
- Own the solution architecture for the MVNE platform, setting architectural standards and ensuring designs are fit-to-scale and fit for MVNO client needs.
- Oversee systems integration across the platform and client systems, including enterprise service bus (ESB) and API / Web integration.
- Ensure integration testing and support maintain platform compatibility, stability and quality.
IT Operations, Platform & Infrastructure
- Oversee the development, maintenance and optimisation of the technology infrastructure and ecosystem — networks, IT systems, databases and data centres.
- Ensure the seamless operation of the platform and its function as Platform-as-a-Service (PaaS), delivering on customer SLAs.
- Manage day-to-day network and platform operations — monitoring performance, resolving incidents and implementing upgrades to improve reliability, scalability and efficiency.
Client Onboarding & Quality Assurance
- Oversee the onboarding of new MVNO clients onto the platform, ensuring timely, high-quality delivery against agreed scope.
- Ensure product and business requirements are configured and tested (including FAT) accurately and on time to defined quality standards.
- Own quality assurance and service testing across platform nodes (including USSD and channel testing) to ensure reliable, defect-free delivery.
Platform Cost Management
- Maintain and improve cost per subscriber, ensuring cost growth is contained at the appropriate ratio versus subscriber growth to protect gross margin.
IT Programme & Project Management
- Oversee the planning, execution and delivery of IT projects, managing the portfolio to align with business objectives and ensuring quality and on-time delivery at cost.
Leadership & People
- Lead and develop the technology function fostering innovation, continuous learning and high performance.
- Drive adoption of AI agents and automation within the technology function to improve quality, efficiency and delivery.
QUALIFICATIONS AND EXPERIENCE
Education
- Bachelor’s degree in Computer Science, Information Systems, Engineering or equivalent — Required
- Postgraduate qualification (e.g., MBA / MSc) — Advantageous
Professional Certifications
- Relevant IT certifications (e.g., ITIL Expert, TOGAF) — Advantageous
Experience
- 10–12 years’ progressive experience in IT and technology, including several years in a senior technology leadership role; experience in telecoms / MVNE / MVNO or platform (PaaS) environments strongly preferred.
- Proven track record leading infrastructure, architecture and IT delivery; managing platform cost economics, client SLAs and vendor ecosystems; and leading multi-disciplinary technology teams through functional heads.
SKILLS AND CAPABILITIES
- Technology strategy and enterprise architecture — setting and executing strategy for telecoms / MVNE platforms.
- IT service management and operations (ITSM / SLAs) — managing availability, scalability and SLA performance of networks, IT systems and data centres.
- Platform unit economics — managing and reducing cost per subscriber to protect gross margin.
- IT programme and portfolio management — delivering projects on time, at quality and within cost.
- Systems development and integration — PaaS, APIs and ESB integration across client and internal systems.
- Information security, data protection and business continuity — applying industry standards and translating them into technical requirements.
- Vendor and contract management — negotiating and managing technology providers to service levels and cost.
- Executive leadership and AI adoption — leading a mixed team of specialists and AI agents, and communicating clearly with executives and clients.
