  • Working closely with government departments, donors, community stakeholders and strategic partners, the organisation is committed to strengthening community resilience through evidence-based interventions, advocacy, education and integrated support services.
  • They are seeking to appoint an experienced and passionate Monitoring & Evaluation Officer to lead the organisation's monitoring, evaluation and reporting function, ensuring programme performance is accurately measured and reported to stakeholders and funders.

Purpose of the position:

The Monitoring & Evaluation Officer will be responsible for designing, implementing and managing the organisation's monitoring and evaluation framework, ensuring the collection, analysis, verification and reporting of high-quality programme data. The successful incumbent will play a critical role in measuring programme impact, ensuring donor compliance and supporting informed decision-making across the organisation.

Key Deliverables:

  • Develop, implement and maintain organisational Monitoring & Evaluation systems and frameworks.
  • Develop data collection tools and standard operating procedures.
  • Monitor programme performance against approved indicators, targets and outcomes.
  • Conduct routine data verification, validation and quality assurance processes.
  • Collect, analyse and interpret programme data to support evidence-based decision-making.
  • Compile accurate monthly, quarterly and annual performance reports for management and donors.
  • Prepare reports for Board meetings, funders and regulatory stakeholders.
  • Support programme managers with performance monitoring and continuous improvement initiatives.
  • Conduct site visits to monitor programme implementation and compliance.
  • Ensure all programme data is captured accurately and timeously.
  • Maintain secure electronic and manual data management systems.
  • Assist with donor audits, programme evaluations and organisational assessments.
  • Train and support programme staff on data collection methodologies and reporting requirements.
  • Ensure compliance with organisational policies, donor reporting requirements and legislative obligations.

Systems Proficiency:

  • Microsoft Office Suite (Advanced Excel, Word, Outlook and PowerPoint)
  • Microsoft SharePoint (advantageous)
  • Power BI or similar data visualisation platforms (advantageous)
  • KoboToolbox, DHIS2 or other electronic data collection platforms
  • Statistical and data analysis software (SPSS, STATA or similar will be advantageous)
  • Database management systems
  • Cloud-based document management platforms

Minimum Qualifications:

  • Bachelor's Degree in Monitoring & Evaluation, Statistics, Public Health, Social Sciences, Development Studies, Research, Data Science or a related field.
  • A recognised qualification in Project Management or Monitoring & Evaluation will be advantageous.

Experience Required:

  • Minimum 3–5 years' experience in a Monitoring & Evaluation role within the NGO/NPO, public health or community development sector.
  • Demonstrated experience working on donor-funded programmes.
  • Experience compiling donor reports and managing programme indicators.
  • Strong understanding of monitoring frameworks, logical frameworks (Logframes), indicators and results-based management.
  • Experience conducting data quality assessments and programme evaluations.
  • Excellent report writing, analytical and presentation skills.
  • Experience working within Gender-Based Violence, HIV/AIDS, Community Development or Social Services programmes will be highly advantageous.

Essential Requirements:

  • Valid South African driver's licence.
  • Own reliable vehicle and willingness to travel to programme sites within the Western Cape.
  • Ability to work occasional evenings or weekends when required.
  • Clear criminal record.
