Full Job Description
Job Purpose:
The Designated Environmental Officer (DEO) will be responsible for ensuring compliance with all environmental laws, regulations, and conditions of Environmental Authorisations (EAs) during the execution of construction projects. This role supports sustainable development by managing environmental risks and implementing mitigation strategies throughout the project lifecycle.
Key Responsibilities:
Monitor and ensure compliance with Environmental Authorisation (EA) conditions, Environmental Management Plans (EMP), and other statutory requirements during the project lifecycle.
Conduct site inspections, audits, and monitoring activities in accordance with approved environmental management frameworks.
Liaise with regulatory authorities (e.g., DFFE, DWS) and prepare statutory environmental compliance reports.
Identify environmental risks and provide mitigation measures in coordination with construction teams.
Support project teams in environmental awareness training and capacity-building.
Ensure proper implementation of waste management, erosion control, dust suppression, biodiversity conservation, and water quality monitoring programs.
Maintain an environmental incidents and non-compliance register and lead investigations into environmental incidents or near misses.
Coordinate with health and safety, community liaison, and construction teams to integrate environmental protection with project execution.
Review contractor method statements for environmental compliance.
Ensure compliance with SACPCMP’s project and construction management frameworks where applicable.
Registration & Professional Affiliations (Mandatory):
The candidate must be registered with at least one of the following:
Environmental Assessment Practitioners Association of South Africa (EAPASA) as a Registered Environmental Assessment Practitioner (EAP);
South African Council for Natural Scientific Professions (SACNASP) as a Professional Natural Scientist in an environmental or earth science field;
South African Council for the Project and Construction Management Professions (SACPCMP) – Preferred or as applicable to construction-related roles.
Minimum Qualifications:
Bachelor’s degree in Environmental Science, Environmental Management, Natural Sciences, or a related field.
Postgraduate qualification in environmental management or environmental law will be advantageous.
Experience Requirements:
Minimum of 5 years relevant experience in environmental compliance, preferably in large infrastructure, construction, or energy projects.
Experience with EIA processes, EMPr implementation, and environmental auditing.
Familiarity with South African environmental legislation, including NEMA, NEMWA, NEMBA, and the Water Act.
Key Skills and Competencies:
Strong knowledge of South African environmental regulatory frameworks.
Competence in fieldwork, reporting, stakeholder engagement, and incident investigation.
Excellent communication, documentation, and training skills.
Ability to interpret technical and legal environmental documents.
Proficient in GIS, environmental monitoring tools, and Microsoft Office Suite.
Preferred Attributes:
Valid driver’s license and willingness to travel to remote project sites.
Ability to work independently and collaboratively in multi-disciplinary teams.
Attention to detail and high levels of integrity.
