Location: Centurion, Gauteng, South Africa

Purpose

Isiphethu Group Holdings is looking for a Cost Controller who will be responsible for

establishing, monitoring, and controlling project costs across all phases of water and 

infrastructure projects. The role ensures financial discipline, cost visibility, and proactive risk 

mitigation, enabling projects to be delivered within approved budgets and aligned with 

contractual obligations (GCC, JBCC, NEC where applicable)

Roles & Responsibilities 

• Develop and maintain project cost breakdown structures (CBS) aligned to WBS.

• Prepare baseline budgets from BOQs, estimates, and contract values.

• Monitor actual costs vs budget and forecast final cost at completion (FAC).

• Track committed costs (subcontracts, POs) vs approved budget.

• Produce monthly cost reports, including:

• Budget vs Actual vs Forecast

• Cost variance analysis

• Cash flow projections

• Integrate cost data with project schedules (earned value where applicable).

• Ensure alignment between site records, procurement, and finance systems.

• Support commercial team in:

• Payment certificates and valuations

• Variation order tracking and costing

• Claims and delay cost analysis

• Monitor unapproved variations and commercial exposure risks.

• Ensure compliance with contract conditions under:

• GCC 2015

• JBCC

• Verify all procurement requests against budget availability.

• Ensure PO values, commitments, and actual costs are fully traceable.

• Prevent unauthorized expenditure and enforce financial controls.

• Work closely with supply chain to monitor material and subcontract cost trends.

• Identify cost risks and opportunities across the project lifecycle.

• Maintain a cost risk register linked to project risk management plans.

• Provide early warning on:

• Budget overruns

• Scope creep

• Commercial gaps (e.g., missing BOQ items, unapproved work)

• Conduct regular site visits to validate:

• Progress vs cost incurred

• Resource utilization

• Waste and inefficiencies

• Align physical progress with financial expenditure.

• Maintain cost control systems and dashboards (e.g., Excel, ERP, or project tools).

• Ensure data integrity across:

• Finance

• Procurement

• Project controls

• Support implementation of PMO and ISO-aligned cost control processes

Skills and Attributes

Technical Skills

• Strong understanding of:

o BOQs, estimates, and rate build-ups

o Cost control methodologies (EVM, forecasting, variance analysis)

• Proficiency in:

o Advanced Excel

o Cost management systems / ERP tools

• Solid knowledge of:

o Contract administration (GCC, JBCC, NEC)

o Financial reporting and controls

• Strong commercial awareness and integrity

• Assertiveness in enforcing cost controls

• Ability to challenge site and procurement decisions constructively

• Strong communication skills across technical and financial teams

Desired Qualification & Experience

• National Diploma/ Bachelor’s degree Quantity Surveying/Cost & Civil Engineering/Cost

& Finance.

• 5–10 years’ experience in construction cost control, preferably in:

• Water infrastructure

• Municipal or EPC/EPCM projects

Preferred

• Professional registration (e.g., SACQSP or similar)

• Certification in project management (PMI or equivalent)

• Experience in large-scale infrastructure environments

Special Requirements

• Willingness to travel to project sites

• Ability to work under pressure in a fast-paced construction environment

• Strong ethical standards and governance mindset
