I. THA’S VISION

II. TASKS
This staff member will perform the Contracting Manager tasks described below in a combination to be reviewed and agreed on at least annually.
A. Identify and Qualify Prospective Bidders
THA is committed to utilizing a diverse network of contractors, and encouraging and supporting the efforts of low-income persons to create and grow successful business ventures. Tasks associated with these objectives include outreach and information sharing with individuals and groups, venture development counseling and support, and partnership building with organizations having similar objectives.
B. Analyze Capital Improvement Needs
Analyze and maintain an inventory of capital improvement needs, contracting for assistance when necessary. Assist senior management in developing a multi-year plan to address capital needs. Draft HUD one- and five-year capital fund plans for Board review and approval and submit approved plans to HUD as needed.
C. Procurement
Develop and issue bid invitations, Request for Proposals (RFP), request for Qualification (RFQ) and analyze responses. The extent and complexity of these processes will depend on the nature and volume of the products and services involved.
D. Grants
Research and author grants for various services and products to help support capital improvements, safety and security needs, and Resident and community services.
E. Contract Development
Develop and negotiate contracts that ensure that THA acquires the best possible products and services at the lowest possible price.
F. Contract Management
Provide contract oversight, and act to ensure satisfactory progress in completing contracts in agreed on timeframes at agreed on prices. Resolve contract related disputes terminating or renegotiating contracts as necessary. Negotiate and approve change orders in a manner that meets THA’s needs and protects THA’s interests. Maintain copies of all contracts and related documents, reports and records.
G. Compliance with Federal Procurement Laws and Regulations
Ensure that THA contracting complies with applicable local, state, and federal laws and regulations. As appropriate, prepare, submit, and maintain documents, reports, and records.
H. Inspections
Conduct Quality Control (QA) HQS and NSPIRE inspections as assigned. Ensure that inspections meet THA, THMS and HUD standards.
I. Other Duties
As assigned, perform other duties. Generally, these other duties will require the level of skill, knowledge, and ability comparable to that required to successfully perform the tasks listed above.

VII. PHYSICAL REQUIREMENTS
A. Handle and maintain files and records

VIII. EDUCATION, SPECIAL LICENSES/CERTIFICATES
A. Valid Kansas Class C Drivers license
B. Specialized certification as assigned (NSPIRE, HQS Inspector)
C. High school diploma or equivalent required; some college or advanced
training preferred
D. Acceptable driving record for insurance purposes
IX. EXPERIENCE
A. Two years of office/clerical experience required
B. One year of apartment leasing experience
C. An equivalent combination of training and experience
D. Some experience with affordable housing programs preferred
X. SUPERVISORY RESPONSIBILITY
Supervise full-time, part-time and temporary maintenance staff in the absence of the Facilities Manager.
Pay: From $53,000.00 per year
