Project Overview
Palladium’s is seeking a Chief of Party (COP) for the EpiC project in South Africa.
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control over a five-year period of performance from April 15, 2019 to December 30, 2027. EpiC is led by FHI 360 with core partners Population Services International (PSI), Palladium Group and Right to Care.
The PEPFAR-funded EpiC project in South Africa, working through Palladium, is providing support for to the Government of South Africa’s supply chain management and operations.

Scope of Work
The COP is the primary liaison between USAID – South Africa, the Department of Health, Palladium home office, and all other stakeholders involved in program implementation. The COP will be responsible for leading teams and providing expertise on supply chain interventions, identifying issues and risks related to program implementation, representing EpiC-SCTA at technical meetings with USAID, other cooperating agencies, senior government officials and donor agencies, updating budgets and work plans, providing overall program management and oversight of operations, direction, and delivery of technical assistance
Key Responsibilities
Provide technical direction and supervision for all program activities and interventions to ensure integration, coordination, and collaboration across all result areas
Ensure work plans and project objectives align with those of the NDoH and USAID.
Ensure that project objectives, outcomes, and deliverables are met and that reporting requirements of the donor are followed.
Ensure quality activity implementation and ensure compliance with donor requirements.
Promote sustainability of project activities through effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and local organisations.
Provide operational, technical, programmatic, financial, and management guidance and support for project activities.
Serve as the key point of contact for day-to-day program management. Oversee and manage the country team to ensure project implementation runs smoothly.
Lead the development and execution of high-quality country work plans relevant to the local context and reflecting the global priorities.
Oversee the recruitment, orientation, and performance of senior staff and the development of middle management staff.
Collaborate with technical leaders to ensure all workplan activities are taking place as planned and are of high quality.
Liaise between technical and ops teams to translate activity plans into contracts, consultancies, travel, etc., and support financial management by ensuring case forecasts and spending reports reflect planned/completed technical activities.
Oversee project work planning, budgeting, and progress/financial reporting, in collaboration with country team, technical, and HQ staff.
Interface with clients and other project stakeholders to plan, implement, review, and report on projects and deliverables or products as needed.
Perform other related duties and responsibilities as assigned.
Technical Assistance
Provide technical assistance to the National Department of Health as required in areas related to supply chain strategy and supply chain for National Health Insurance.
Provide technical assistance project leads where necessary.
GENERAL RESPONSIBILITIES
Manage compliance with applicable EpiC-SCTA work plans and reporting requirements, including monitoring performance against set targets.
Ensure record keeping and documentation compliance with audit requirements and other relevant standards.
Ensure compliance with the EpiC-SCTA contract.
Requirements:
Qualifications
A Bachelor’s Degree/National Diploma or equivalent NQF level 7 qualification in Health is required.
Postgraduate degree in public health, business or related field.
Experience in project management and/or M&E is preferred.
Familiarity with relevant legislation, including the Public Finance Management Act 1999 (Act 1of 1999), the Medicines and Related Substances Act (Act 101 of 1965) and the Pharmacy Act of 1974 (Act 53 of 1974), is preferred.
Familiarity with supply chain related interventions implemented by the Department of Health, including the NSC, Medicine Master Data System, the Stock Visibility System and RxSolutio,n will be an added advantage.
Work Experience
Minimum Year(s) of 10 years of experience leading projects related to supply chain management;
At least five years of experience leading development projects in overseas environments, experience working with the private and public sectors preferred
Experience working in South Africa and interacting with South African government officials
Demonstrated success in developing and implementing solutions and applying technical knowledge related to supply chain strategic planning, in-country logistics, capacity building, collaborative partner engagement, and/or data visibility
Demonstrated ability to develop relationships, promote cross-collaboration, and drive programmatic results with multiple stakeholders such as academia, the Department of Health, other senior Government officials, NGOs, civil society and the private sector
Previous proven success leading USAID programs as Chief of Party/Deputy Chief of Party or serving as project lead for a similar bilateral or multilateral institution or donor-funded programs
Knowledge of USAID’s global health priorities, initiatives and goals, as well as USAID policies, procedures, and reporting requirements
Demonstrated track record of success as a team leader with the ability to lead, coach, and motivate team members, promoting a collaborative work environment by providing a strategic and balanced oversight, proactively sharing insights, knowledge and experience, and seeking diverse views to encourage improvement and innovation
LANGUAGE
o Excellent English language command, including verbal and written skills, is essential.
