Company Overview
GVPR Engineers Ltd. is looking for an experienced and result-oriented senior professional to lead the Bids and Tendering function for its Smart Technology Business. The role will be responsible for driving the end-to-end bid management process for large-value Government and Technology Solution opportunities across Maharashtra and the Western Region.
Job Purpose
The incumbent will lead the complete bid lifecycle, from opportunity identification and tender analysis to bid strategy, consortium/partner management, techno-commercial proposal development, submission, negotiation support, and handover for execution. The role requires strong expertise in Government tenders and technology-led infrastructure projects.

Key Responsibilities
· Lead and manage the complete end-to-end bid and tendering process for large-value Government and Smart Technology projects.
· Identify, evaluate, and qualify tender opportunities based on strategic fit, technical capability, commercial viability, competition, and probability of winning.
· Review and analyse RFPs, RFQs, EOIs, tender documents, eligibility criteria, technical specifications, commercial conditions, and contractual requirements.
· Develop bid strategies, win themes, compliance matrices, bid calendars, responsibility matrices, and submission plans.
· Coordinate with Business Development, Pre-Sales, Solution Architects, Technical, Finance, Legal, Procurement, Operations, and Project Teams for bid preparation.
· Lead the preparation and review of technical and commercial proposals, including solution architecture, BOQ, costing, pricing, financial models, and commercial submissions.
· Manage consortiums, strategic partners, OEMs, technology providers, and system integrators for joint bids and solution development.
· Coordinate with Government Departments, PSUs, Municipal Corporations, Smart City SPVs, consultants, and other stakeholders during pre-bid and clarification stages.
· Lead pre-bid query preparation, clarification submissions, technical presentations, negotiations, and commercial discussions.
· Ensure timely, accurate, compliant, and high-quality submission of bids within defined timelines.
· Monitor tender portals, market developments, government initiatives, and upcoming opportunities to build a strong bid pipeline.
· Conduct competitor analysis and develop competitive bidding strategies to improve win probability.
· Maintain a comprehensive tender database, opportunity tracker, bid pipeline, and management MIS.
· Support contract negotiations and ensure a smooth handover of won projects to the execution and project teams.
· Drive continuous improvement in bid processes, templates, governance, quality, and turnaround time.
Key Skills & Competencies
· Strong experience in Government and Public Sector tendering and bid management.
· Proven experience in large-value Smart City, ICCC, CCTV, ITMS, Digital Transformation, E-Governance, or technology infrastructure projects.
· Strong understanding of RFP/RFQ/EOI processes, Government procurement, eligibility criteria, technical compliance, commercial bidding, and contract conditions.
· Excellent techno-commercial proposal preparation and bid strategy development skills.
· Experience in managing consortiums, OEMs, technology partners, consultants, and system integrators.
· Strong commercial acumen, costing, pricing, negotiation, and risk assessment capabilities.
· Excellent stakeholder management, communication, presentation, and negotiation skills.
· Strong leadership and team management capabilities.
· Ability to manage multiple high-value bids and tight deadlines simultaneously.
· Self-driven, analytical, result-oriented, and capable of working with minimal supervision.
Educational Qualification
· Bachelor’s degree in Engineering, Technology, Business Administration, or a related field.
· MBA/PGDM in Marketing, Business Development, Operations, or a related discipline will be preferred.
Preferred Industry Background
Candidates from Smart City, Government Technology, System Integration, IT/ICT, Digital Transformation, CCTV and Surveillance, ITMS, Telecom, Smart Infrastructure, EPC, or technology-led infrastructure organisations will be preferred.
Ideal Candidate Profile
The ideal candidate should have 15–20 years of experience in Government Bids and Tendering, with significant exposure to Smart Technology and large-scale technology solution projects. The candidate should possess strong expertise in managing the complete bid lifecycle, including tender qualification, bid strategy, solution coordination, techno-commercial proposal preparation, partner management, pricing, submission, and negotiation. Experience across Maharashtra and the Western Region will be an added advantage.
